The Sacramento Press Club welcomed
Prison Receiver J. Clark Kelso
Federal prison receiver J. Clark Kelso has ordered California to come up with $2.5 billion to begin building seven new inmate healthcare facilities, funds lawmakers have so far refused to come up with. But with Kelso empowered to take the money with or without Legislative approval, it appears the two sides are headed for an historic legal showdown. On Wednesday August 13 J. Clark Kelso made his first appearance at the Sacramento Press Club to discuss this most critical and contentious issue.
